Independent Intelligence Advisory

Institutional Rigor. Grounded in Sub-Saharan Africa.

Minerva Global Consulting is an independent geopolitical risk advisory firm specializing in mining and critical minerals across Sub-Saharan Africa. We equip boards, capital allocators, and operational leaders with decision-grade intelligence.

Firm Identity & Heritage

Independent. Specialist. Analytical.

Founded in 2025 by Dr. Mashal Shabbir, Minerva Global Consulting was established to address a persistent failure in international risk advisory: the reliance on generic macro indices and speculative desk analysis that fail to capture the realities of mining concessions in Africa.

Operating from our regional Middle East & Africa base in Dubai (Meydan Free Zone, UAE) and our North America office in Maryland, USA, we provide targeted geopolitical risk assessment, strategic advisory, and market intelligence to senior decision-makers.

We do not sell pre-packaged country scores or speculative algorithms. We evaluate sovereign mining code stability, regional transport corridor vulnerabilities, fenceline community expectations, and water-energy bottlenecks through verified empirical observation and deep institutional understanding.

Extractive infrastructure and transport corridor in Sub-Saharan Africa
Zero Commercial Conflicts Field-Grounded Intelligence

Our Core Operating Tenets

  • Absolute Advisory Independence: We maintain zero commercial ties to project developers, political entities, or mining concession holders. Our counsel is uncompromised.
  • Ground-Level Verification: We cross-reference sovereign policy declarations with actual administrative practice in provincial capitals, customs ports, and community councils.
  • Decision-Grade Clarity: We do not produce open-ended academic papers. We translate nuanced political dynamics into discrete operational risks, temporal horizons, and mitigation pathways.
